That depends on the type of program. In-person immersion programs are generally best, and can be found both in the country of origin and often in your own country. There are online programs that simulate this, to an extent, by focusing on development of conversation abilities. I used Berlitz’s online program to learn Spanish, and absorbed it rapidly due to the online classroom environment–the teacher spoke primarily Spanish to students, each lesson was based around a new subject, with which we were to engage in conversation with one another using new vocabulary and grammar. There are likely other programs that offer similar online classes. If you cannot participate in an immersion program or an in-person class with a similar structure, this is your next best bet.
